The Housing Authority of the Birmingham District announced today that it has launched an agency-wide restructuring plan.
Staff will be invited to reapply for their current position or for a new position.

The reorganization is being carried out with input from Human Capital Initiatives LLC, a Washington, DC-based management company, to improve accountability and productivity, according to a statement released Thursday.
“I am delighted to announce that HABD is embarking on a total restructuring to better meet the needs of our communities, our customers and the city of Birmingham,” said HABD President and CEO David A. Northern Sr. ., in a prepared statement.
“This initiative will strengthen staff accountability and create a more streamlined approach to delivering services and programs to clients,” he said. “As this initiative progresses, the agency – as a whole – looks forward to becoming a stronger and more effective organization.”
An internal meeting with all staff will take place on October 26 to discuss reorganization efforts and upcoming changes. The meeting will be closed to the public.
The management team and several finance-related positions have already undergone restructuring as part of the reorganization plan, according to a statement from HABD. Staff who apply for new positions at HABD would be anyone outside of executive management and new finance positions previously hired.
According to Dun & Bradstreet, the Housing Authority of Birmingham has around 314 employees in total and in 2019 had revenues of over $ 83 million.
